At about 5:10 PM, Monday May 12, 2014, officers assigned to the District A-1 (Downtown) Drug Control Unit made an onsite drug arrest in the area of Beach Street and Surface Road.
While conducting a drug investigation at the above location, officers observed a black Hispanic male, later identified as Juan Cotilla, sitting on a wall in the area of Lincoln St. and Surface Rd. As officers continued surveillance of the area with the use of binoculars, they observed a white Hispanic male approach Mr. Cotilla. Officers observed the white Hispanic male reach into his pocket and remove a ten dollar bill. At this time, Cotilla simultaneously reached into his pocket and removed a small plastic bag and exchanged it with the individual for the ten dollar bill. The individuals then parted ways. Believing this to be a drug transaction, officers pursued the white Hispanic male to the area of Avenue DeLafayette and Kingston St. As officers approached the individual, he stated that he was in possession of narcotics. Officers were able to recover a small plastic bag containing a substance believed to be heroin. The individual further stated that he received the drugs from a black Hispanic male matching the description of Juan Cotilla. Officers located Mr. Cotilla in the area of Lincoln St. and Sudbury St. Cotilla was placed under arrest. Officers recovered 19 small plastic bags containing a powdered substance believed to be heroin along with U.S. Currency.
Arrested was Juan Cotilla, 58, of Boston. Cotilla is charged with Distribution of Class A Drugs, Possession of Class A Drugs with Intent to Distribute within 100’ of a Playground.
