Today, Thursday, September 11, 2014, a Commissioner’s Commendation was awarded to Hackney Carriage Unit Officer Gerard Boyce: On August 13, 2014, Officer Boyce spearheaded an investigation at a taxi garage identified as the USA Automotive Garage in Dorchester. Officer Boyce received information from the Massachusetts State Police that there may have been an altered/forged registration which belonged on a taxi managed by one “Edward Summers.” After a lengthy investigation, Officer Boyce determined that possibly eleven medallions had been attached to taxi cabs which might have altered/forged registrations. An investigative team was put into place including BPD, Mass. Department of Environmental Protection, and the Mass. Registry of Motor Vehicles. The investigation resulted in nine taxi cabs had altered registrations, while four taxi cabs had fraudulent inspection stickers. Another cab had an expired inspection sticker. Each of the taxi cab owners had written agreements with the aforementioned Edward Summers, who, as the manager, was responsible for the registration and inspection of the vehicles. Mr. Summers was charged Altering/Forging Registry Documents as well as being indefinitely suspended by the BPD Hackney Unit. Through his diligent work and cooperative efforts with these agencies, we say thank you to Officer Boyce.
